The EAC Partner States recognizes that water is one of the most critical and strategic resource and a catalysts for accelerated socio-economic development in the region but currently under threats of poorly developed infrastructure, climate change, population growth, drainage of wetlands and inadequate environmental management and conservation.

In order to address the above challenges, the East African Community (EAC)intends to develop the EAC Regional Water Resources Policy and Integrated Water-The development of these policy instruments are supported by IUCN with funds from Swiss International Development and Cooperation (SDC).This consultancy should be completed by December 15th2021

In carrying out the assignment, the Consultancy shall consider but not limited to the following: Policy development context, Water Resources Policy, Water Resources management frameworks and practices: Water for the people,Water for Agriculture and Food Security,Water for Industries,Water for Environment, Water Allocation Principles, Monitoring, Assessment and Research, Policy Implementation, Monitoring of Policy Implementation, Water Resources Management (IWRM).

Similarly, the consultant will consider the following areas in the development of the IWRM strategy; Water Resources systems:Enabling environment, Institutional framework, Management instruments, SWOT Analysis, Water for the people, Water for Agriculture and Food Security, Water for Industries, Water for Environment, Other uses of Water:(Energy, health, disaster risk reduction and management etc.)  Water Allocation Principles, Monitoring, Assessment and Research, Water Legislation.

Approach and methodology

The consultant will review a variety of documentation including existing relevant national, regional, and international related instruments, some of which, will be provided by the EAC Secretariat and Partner States; In particular, the Consultant will consult the Global water vision, the Africa water vision (2025) and the EAC water vision (2025), the NBI water strategy, AUAgenda 2063, the IGAD Regional Water Resources Policy etc;The Consultant will virtually consult relevant key stakeholders and will conduct key informant and in-depth interviews with relevant stakeholders and key water management institutions in the EAC Partner States;5The consultant will facilitate stakeholders’validation workshop in each Partner State and at regional level.These will either be virtual, physical and/or hybrid depending on the covid-19 situation

Qualification of the consultant

The Consultancy shall have the following minimum qualifications:

(i)Postgraduate degree at Masters level (or PhD) in Applied Hydrology or Water Resources Management, Engineering Hydrology, Hydro-meteorologist, Environment and Natural Resources Management, or in any other related field covering the scope of the work (terrestrial, aquatic, pollution, institutional),

(ii)Extensive experience in policy, legal and strategy development, action planning and institutional development within the context of Integrated Water Resources Management or environment and natural resource management field,

(iii)Demonstrable knowledge and experience of environmental policy analysis.

(iv)Experience with a Regional Economic Community, political federation institutional frameworks assessments would be an added advantage,

(v)Demonstrable knowledge and experience with Results Based Management and Monitoring.

(vi)Demonstrate Interpersonal and multi sectoral skills.
