Consultant for the Nationally Determined Contributions (NDC) Partnership for the Philippines

The NDC Partnership (NDCP) was launched at the 22nd Conference of the Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC) in 2016 in Marrakech. It is a coalition of countries and international institutions working together to ensure countries receive necessary technical and financial support to achieve ambitious climate and sustainable development targets as fast and effectively as possible. It builds in-country capacity and increases knowledge sharing for climate policies to have meaningful and enduring impacts, and drive increasing ambition over time. The NDC Partnership Support Unit (NDC Partnership SU) is hosted by the World Resources Institute (WRI) based in Washington DC and the UNFCCC in Bonn.
The Partnership works through country-driven approaches and is founded on the principle that effective cooperation, together with horizontal and vertical coordination can fast-track the achievement of results and enhance collective impact of invested resources. Member countries who request support and drive in-country implementation of NDCs (Nationally Determined Contributions) obtain access to a large network of partners who can deliver a flexible array of services (i.e. technical assistance, financial support and knowledge enhancement).
Duration of Work and Duty Station
Duty station is home-based. The expected duration of the assignment is sixty (60) person-days between 15 March 2022 and 31 May 2022, unless revised in a mutually agreed upon timetable between the Consultant and UNDP.
In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the consultant shall be done within the guidelines and protocols set by the local and national government. Field work, trainings, meetings, and coordination shall be done in compliance with community quarantine policies.
It is the NDCP SU and CCC’s understanding that the starting date of the contract will be revised accordingly depending on the procurement timeline of UNDP and that the contract will end on May 2022.
Required Skills and Experience
- A bachelor’s degree in sciences economics, or a closely related field.
- Minimum of 15 years of professional experience working on environment and climate change issues, international development cooperation, project and programme management.
- Minimum of 15 years of experience working with the Philippine government’s climate change and environmental policies and general procedures
- Minimum of 3 years of experience coordinating and conducting dialogues with development partners (such as United Nations system, multilateral financial institutions, donor agencies) in support of designing and implementing environment and climate related projects or programmes in the Philippines
