FAO Representation in Cambodia is implementing the project “Strengthening capacity in the agricultural and land use sectors for enhanced transparency in implementation and monitoring of Cambodia’s Nationally Determined Contribution (NDC)” funded by the Capacity-Building Initiative for Transparency (CBIT) of Global Environment Facility. The objective of the project is to support the preparation of Cambodia’s reports to the UNFCCC under the Paris Agreement’s Enhanced Transparency Framework (ETF) with strengthened agriculture and land use components, including inventories of emission sources and sinks, and information to track progress against priority actions identified in Cambodia’s NDC for these sectors. The project is looking for an International Technical Advisor (ITA) to provide management and technical guidance for the implementation of the project.

Tasks and responsibilities

  • Lead and supervise overall technical project planning and implementation of the project to ensure technical coherence between different project components; in accordance with the approved Project Document and the results-based Annual Work Plan and Budget (AWP/B), and in compliance with FAO procedures and GEF requirements;
  • Support the planning, direct, coordinate and monitor the implementation of project activities and the work of staff and consultants assigned to the project;
  • Supervise the national staff and facilitate their capacity development as necessary
  • Be responsible for the coordination with focal points of the National Council for Sustainable Development, Ministry of Environment and Ministry of Agriculture, Forestry and Fisheries for planning, project coordination and execution.
  • Lead the development of the concept notes for different capacity building activities
  • Prepare technical reports and policy documents required by the project in a timely manner;
  • Support the improvement of M&E system and ensure strong learning and communication within the project team and with wider stakeholders
  • Support and submission of project’s periodic reporting (financial and technical), including 1) drafting of the six-monthly project progress reports in a timely manner for review and clearance by the LTO, and Budget-holder, prior to their submission to the PSC and the GEF Coordination Unit, respectively; 2) preparation of GEF quarterly project progress reports; 3) contributions to annual Project Implementation Reports (PIRs); as well as any other reports requested by the implementing agencies;
  • Establish working relations with appropriate national agencies and groups to ensure effective implementation of supported activities, and ensure adequate information flow, discussions and feedback among the various stakeholders of the project;
  • Prepare brief progress reports as foreseen by the project document and an end-of assignment report providing information relevant to the output indicators and making recommendations;
  • Carry out any other relevant duties as required in order to achieve the above tasks.

Minimum Requirements

  • University degree in Environmental Sciences, Natural Resources Management, or related field
  • At least 7 years of relevant experience in project management, multi-sectoral coordination, monitoring and reporting; experience on climate change, climate change mitigation Monitoring, Reporting and Verification (MRV), and/or climate change adaptation Monitoring and Evaluation (M&E);
  • Working knowledge of English and limited knowledge of Arabic, Chinese, French, Russian, Spanish.

Technical/Functional Skills

  • Work experience in more than one location or area of work
  • Extent and relevance of experience in in project management in the area of climate change mitigation and/or climate change adaptation;
  • Extent and relevance of experience in Experiences in multi-stakeholder coordination, and stakeholder capacity development
  • Familiarity with institutional setting of Roya Government of Cambodia for UNFCCC reporting is an asset
